ENGAGEMENT OF “GO-MITRA” UNDER NPCBB

1	Objective	This is a self employment scheme for un-employed educated youth who will be trained on artificial insemination and will be engaged as private A.I. workers for more coverage of breeding operation.
2	Selection procedure of Go-Mitra	Through a Committee consisting: VAS I/c of Grampanchayat (Chairman)/ VAS of nearest VD(Member)/ Representative of BDO(Member)/ Sarapancha of Grampanchayat (Member)
3	Place of posting of Go-Mitra	Grampanchayats having no Veterinary Institutions (LAC & VD) but possesses highest breedable cattle population.
4	Qualifications of Go-Mitra	Minimum qualification Matriculation
5	Preference of Go-Mitra candidate	Selection committee will prefer : Candidates from same locality in the order of priority basis.
6	Training period of Go-Mitra	4 months at departmental training Institutions : 3 months theory 1 months practical
7	Training Institutions of Go-Mitra	AHD STI & ETC, Bhanjanagar LITC, Bolangir LITC, Chiplima Institutional expenditure for imparting training @ Rs. 1000/- per trainee.
8	Stipend during training period of Go-Mitra	Rs. 1000/- per month per candidate for 4 months
9	Supply of equipments to Go-Mitra	Equipments will be provided to each Go-Mitra by OLRDS on agreement basis.
10	Publication of engagement of Go-Mitra	Advertisement publication in 2 (two) daily Oriya Newspaper. Further a copy of the advertisement would be displayed in the notice board of District Collector/ Sub-Collector/CDVOs / SDVOs / VAS / BDO / Panchayat office.
11	Application form of Go-Mitra	Scrutinisation and processing of selection of candidate will be done at District level by concerned CDVO.
12	Governing rules and regulations of Go-Mitra	Each new AI worker will enter with an agreement with the OLRDS that they will not leave the job at least for a period of 5 years. In case any body wants to quit the assignment shall have to deposit the entire amount invested on him along with an interest @ 10% per annum. The work of the New AI workers will be supervised and monitored by the Area Veterinary Asst. Surgeon and the other higher authorities. The service charges collected should be deposited weekly in their account maintained at VD level. The VAS on obtaining permission from CDVO will pay the dues after deduction of all such cost which have been invested on him. Cost of consumables and the capital cost along with interest if any has to recovered on monthly basis and deposited in appropriate account. Each such AI worker shall have to register under the DAH & VS, Orissa through his district Officer.
13	Area of operation of Go-Mitras.	Based on Livestock census, GPs have been identified in each block where breeding service is not available.

a. Basic training to Private AI workers “Gomitras”:

The Gomitras are the private AI workers who will be trained for a period of 4 months in the departmental training centres, out of which 70% are practical and 30% are theoretical. These private AI workers will work in their Gram Panchayat head quarter village and provide door step service primarily, AI, supported by preventive vaccinations and first aid treatment. During the training period the trainees will get stipend of Rs.1000/- per month for a period of 4 months. As they are the new AI workers, the AI activity in the first few months will be very poor. To substitute their income a tapering grant for a period of 8 months @ Rs 500/- is required.

An amount of Rs. 10,000.00 is required to train one candidate as a private practitioner to undertake doorstep AI. For training 900 candidates, as private AI practitioners, an amount of Rs. 90.00 lakhs is required.

Unit cost for training of candidates as private AI workers(Gomitra):

b. Refresher Training to AI workers (Vety Graduates and Paravets):

All the persons involved in AI work will be given reorientation training for a period of 5 days related to advanced technology in AI and also assess their knowledge in field of animal reproduction. They will be provided with free lodging, boarding facility along with training material and manuals during the training programme. The courses will be taught as per the curriculum of GOI. Every year 1000 AI workers will be given refresher training. All the Gomitras worked for 6 months and above will also be given reorientation training for 5 days.

c. Training professionals:

In order to provide skilled knowledge in the field of animal reproduction and to refresh their knowledge in recent advance technology the professionals who are in bull station, frozen semen depot, bull mother farm and training institute will be trained in the trainers training Institute like Central frozen semen stations Hessarghata (Banglore), BAIF (Pune), SAG (Bidaj), KLDB (Kerala) training centre. Other professionals will be trained in departmental training institute and Frozen semen Training Institute, Cuttack.

An amount of Rs. 3000 is required per candidate for giving refresher training in the state and in an year at least 1000 candidates have to be trained in the state institutions and another 350 candidates have to be trained outside the institutions. An amount of Rs.40,000 for each candidate is required to send the professionals to outside institutions.
